Scrapping I-Ships to Make Industry

If you need to build industry at a world and do not have enough industry already there to start with, you can choose to scrap I-Ships to make industry.

It takes 6 I-Ships to produce one industry, unless you are an Emperor, in which case it takes only 4 I-Ships to produce one industry.

The I-Ships must already be at the world at the start of the turn (you can't transfer them to I-Ships in the same turn you scrap them).
