Is there no way to build mines in RSW classic? Is the number of mines on a given planet the same throughout the game?

There is no way to build new mines, though the mines produced by a world may very gradually increase during the game--in particular, as described at http://rswgame.com/help/turns_owned.htm, the mines production increases by 1 for each seven turns that you own a world continuously.
