Can you stop a fleet from dropping a PBB by destroying the ships on it? The rules say that dropping a PBB is a fire order, which led me to believe that it occurred at the same time as fleets firing on one another, and thus couldn't be stopped by destroying the fleet dropping the bomb. But, it appears to me now that if you destroy a fleet intending to drop a PBB, the bomb will not drop. Is this true?
