MiTCH, have run single-player multi-position setups with your starting parameters. Until bug-fix, you need Number of fleets = 3 to have just enough to give each of the 4 HWs 24 keys each, and Number of fleets = 4 to have enough for the 4 HWs and some left over for treasure worlds (and possibly some ...

Drwr, didn't know about the single-player multiple positions possibility, thanks for tweaking me to it. I set up a game to mimic proxy8o (called savage4d), except single player with 4 positions. Right, that's a totally different problem. Did the sign-up names (e.g. Ploor, Fitzban I recognize from previous games) leak into the anon game as ghost players?
