This game was presented as a game with all skip tracers racing to explore the entire universe. Why on turn 5 did I have a fleet captured from me by pirate capture? Is this a new ability of skip tracers I am not aware of?

It sounds like the person who set up the game failed to set the maximums for all other types to zero.
