Can Pirates capture I-ships and P-ships?

Can Pirates capture I-ships and P-ships?

The wording of the rules makes it seem like a Pirate does not capture I-ships and P-ships. A pirate can only capture ships on fleets. Is this indeed the case?

This is indeed the case. No one may capture I-Ships or P-Ships, they are always owned by the world owner.

I-Ships and P-Ships do not count against the pirate in the 3-to-1 rule, either.
