Fleet does not blong to you...

If I have fleets from multiple "identities" at a planet and select then drag them to move to another planet I get errors in the movement orders that the "fleet does not belong to you" and it brings up something about disabling ally management somewhere. The particular orders in question have to be deleted and issued again.
